Commencement

It is anticipated that building will commence with the housing as situated in the Phase 1 area. Building is scheduled to commence towards the end of 2010. It is believed that infrastructure for this housing will follow on when a larger amount of housing is in situ. During the first year of development, a small number of houses will be completed.

Access to the development site would be along Vinery Lane & the Hard Road leading from the quarry. This would be prior to the completion of the road leading to the Haye Road / Stanborough Cross Junction. All heavy machinery would be brought onto the site via the Deep Lane Junction.

During the building of the first 100 houses, Brixton Parish Council will be expected to act as a Caretaker Council.

The 106 Agreement

a. Cost of setting up Development Council for Sherford; £50K to be allocated by the Developer. It was felt that it was unrealistic for a Council of our size and resources to be responsible alone for setting up a Community Development Team with all the work that could entail.

b. Cycle Ways & Foot Ways to be set up along with improved links to the Elburton area and improvements to the cycle Route at the Station Area. Costing of this is to be born by the Developer.

c. Signs of Transport System is still requested by Developer; possibly from a Transport adviser guided by The National Travel Plan.

d. Cottage Hospital & Medical Centre to be provided by Developer.

e. Youth Club facilities to be provided.

f. 0pen Park spaces to be provided.

g. Sports Facilities etc (Football pitches, Swimming Pool & Athletic Track).

h. Apprenticeships & Training Schemes are to be provided.

At one meeting, it was became clear that there were no direct benefits for Brixton village from the Sherford project in spite of most of the development taking place in our Parish. We were told in no uncertain terms by the SHDC officers "That this was never on the cards."
